If you don't mind using plastic supermarket bags under these booties, they work nicely. The booties lend a much nicer appearance if you have to walk into a store on a rainy day, than just using the bags without them, and they are quite aerodynamic. Of course, with the bags they are no longer 'breathable.'
I'm not sure if the outside neoprene is supposed to have a waterproof coating or finish, but the ones I got ended up fairly sodden in every rain I rode through so far. I will probably give them a silicon waterproof treatment just so they don't take on as much weight when wet, but it's hard to see how they could ever be waterproof. The two large openings in the bottom (for the clips and to expose your shoe's heel) are going to allow water in like an intake vent, and the comfy fleece lining inside distributes the dampness throughout.
I didn't give these a one or two-star rating because I doubt they are worse than any other brand for the reasons above, and I don't terribly mind using plastic bag liners with them. They are well made, good zippers, nice reflective strips on the back (and a tiny reflective spot on each side,) but I'll let you know how long they last.
The Medium size fit my size 42 shoes perfectly.
